UAE: Universities Can Set Their Own Admission Criteria, Says Ministry

Higher Education Institutions (HEIs) in the UAE can now establish their own admission requirements, following a directive from the Ministry of Higher Education and Scientific Research (MoHESR). The move aims to provide greater flexibility and align academic opportunities with students’ capabilities and career goals.

Key Changes in Admission Criteria

  1. High School Scores Not Mandatory:
    Overall high school grades are no longer required for university admissions. Instead, universities can evaluate students based on subject-specific grades relevant to their chosen majors.

  2. English Proficiency:

    • Students from non-English curricula must demonstrate proficiency through internationally recognized tests.
    • Those who studied outside the Ministry's framework may be assessed by university-set criteria.
  3. Conditional Acceptance:
    Universities can admit students on a conditional basis, requiring them to complete preparatory or remedial programs to meet subject-specific proficiency standards.

  4. Postgraduate Programs:
    Applicants for master’s or doctoral programs must hold relevant qualifications from the previous academic level, as outlined by the National Qualifications Framework 2024.

Enhanced Flexibility

The directive allows universities to design programs aligned with student aspirations and labor market demands. Ahmad Ibrahim Alsaadi, Acting Assistant Undersecretary for Higher Education Operations, stated:
“This flexible approach ensures that students can pursue academic tracks suited to their capabilities while focusing on subjects relevant to their chosen majors.”

Guiding Principles for Institutions

  • Universities can create admission criteria for bachelor’s degrees, higher diplomas, diplomas, and short learning units (levels 4 and 5 of the National Qualifications Framework).
  • Institutions are encouraged to ensure alignment between academic programs and career paths.

What Students Should Do

Students are advised to communicate directly with their chosen HEIs to understand specific admission requirements and ensure compliance with applicable regulations.

This update aims to increase student enrollment by providing tailored educational opportunities and preparing graduates to meet the demands of the modern labor market.
