Dubai : The Dubai Roads and Transport Authority (RTA) has partnered with Dubai Holding in a Dh6 billion infrastructure upgrade, set to significantly ease traffic congestion and enhance road connectivity across major development areas in the emirate.
As part of this agreement, Jumeirah Village Circle (JVC) will receive four new access points, which will double the capacity of its entry and exit routes, reducing travel time by 70%. The broader project will also include new bridges, road expansions, and pedestrian-friendly enhancements across several key locations in Dubai.
Major Developments Covered Under the Agreement
The infrastructure upgrade will improve traffic flow in five key Dubai Holding developments, namely:
- Jumeirah Village Circle
- Dubai Production City
- Business Bay
- Palm Jumeirah
- International City (Phase 3)
Additionally, other communities such as Dubai Islands, Jumeirah Village Triangle, Al Furjan, Jumeirah Park, Arjan, Liwan, Nad Al Hamar, Villanova, and Serena will also benefit from improved road access and capacity expansion.
JVC to Get Four New Access Points
The biggest change will be in Jumeirah Village Circle (JVC), where the construction of four new access points will:
- Feature grade-separated interchanges to double the area’s entry and exit capacity.
- Improve traffic flow on internal roads.
- Enhance traffic safety at intersections.
These enhancements are expected to cut travel times by up to 70%, offering a smoother commute for residents and visitors.
Upgrades in Other Areas
Dubai Production City

New bridges will be built to improve access from Sheikh Mohammed bin Zayed Road.
- Entry and exit points will be optimized, reducing travel time by 50%.
Business Bay

Commenting on the project, Mattar Al Tayer, Director General and Chairman of RTA, highlighted that the initiative aims to enhance connectivity and ensure seamless mobility across Dubai’s fast-growing communities.
“This agreement will increase the capacity of internal roads and access points, reducing travel times and improving safety and efficiency for all road users,” said Al Tayer.
