Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has established the Dubai Resilience Centre, a new entity designed to enhance the city’s preparedness and response to crises, emergencies, and disasters. The announcement came via Decree No. (48) of 2024, granting the Centre the legal authority to implement its mandate under Dubai’s Supreme Committee of Crisis and Disaster Management.
Fastest Recovery City
The Centre's primary goal is to position Dubai as the world's fastest city in managing and recovering from challenges while ensuring robust preventive measures. It will coordinate with local, regional, and international entities to address crises effectively and ensure swift recovery.
Responsibilities and Operations
The Dubai Resilience Centre will focus on:
- Developing Resilience Plans: Collaborating with the Executive Committee of the Supreme Committee of Crisis and Disaster Management to create strategies and policies.
- Data-Driven Forecasting: Collecting and analysing data to develop scenarios and plans for addressing threats and disasters.
- Central Operations Platform: Overseeing a unified crisis management system with online connectivity to local authorities.
- Simulations and Exercises: Conducting scenario-based exercises to improve preparedness, with documented outcomes submitted for review.
- Awareness Initiatives: Proposing programmes to educate the public on crisis preparedness and management best practices.
Collaboration Mandate
The Decree requires full cooperation from government and private entities, obligating them to provide data, statistics, and other information requested by the Centre. This support is critical for the Centre’s effectiveness in developing and executing crisis management strategies.
Global Partnerships
The Centre aims to establish partnerships with specialised organisations worldwide, fostering knowledge exchange and collaboration in crisis management.
Implementation of the Decree
Sheikh Mohammed, as Chairman of the Supreme Committee of Crisis and Disaster Management, will issue further decisions to implement the provisions of the Decree. Any conflicting legislation will be annulled.
